With twenty-seven years of experience in regional and community economic development, Tom Mullins is President/CEO of the Tyler Economic Development Council, serving Tyler and Smith County since June 1989 and President/CEO of the Tyler Area Chamber of Commerce, March 1992 to present. In 1997 and 2002, Tyler was recognized by the Texas Economic Development Council with the Community Economic Development Award for outstanding local development achievements. Tom served as Chairman of the Texas Economic Development Council Board for 2004-2005. In 2002, he was appointed to Governor Perry’s Council on Science and Biotechnology Development. From 1992 to 1993, he was President of Northeast Texas Economic Development Council, made up of economic and community development professionals from the 23-county region of Northeast Texas. In 1989, he was President of the Minnesota Industrial Development Council. Mr. Mullins has been a Certified Economic Developer since 1986 and holds a master’s degree from the University of Minnesota in regional and community development.

Phyllis Schneider

Phyllis Schneider manages a revolving loan fund, the tax abatement and tax increment financing programs, State-designated Enterprise Projects, and other financial incentives offered by TEDC to businesses locating and expanding in Tyler/Smith County. She has received certification as an Economic Development Finance Professional from the National Development Council. Mrs. Schneider has a BS degree and worked in finance before moving to Tyler in 1989.

Jonas Titas manages the Economic Development for TEDC, including marketing activities, real estate, and economic trends. He received BA’s in Geography, History and International Studies from the University of South Carolina in Columbia, and his MCRP from Georgia Institute of Technology in Atlanta. Mr. Titas has worked for the Virginia Economic Development Partnership in Richmond, the Georgia Tech Economic Development Institute, and Atlanta Regional Commission prior to joining TEDC in 2007.

Chris manages the computer network and websites for the Tyler Chamber, EDC, and CVB. He graduated with honors at The University of Texas at Tyler in 1999, receiving his bachelor’s degree in Marketing and was selected as the 1999 Outstanding Marketing Student by the College of Business Administration. Chris has also served as President on the Northeast Texas Economic Developers Roundtable and was awarded "Economic Developer of the Year" in 2003 by the East Texas Economic Developers District. He also served as Secretary/Treasurer and Chamber Liason for the Greater East Texas Information Technology Managers consortium from 2004-2007.

Pam performs administrative duties for the President/CEO of Tyler EDC and the Tyler Chamber COO, which includes keeping the executives calendars, making travel arrangements and setting up meetings for both Boards, Executive Officers, and committees. Pam has many years of experience in the administrative field and received her Certified Professional Secretary (CPS) designation from The National Secretaries Association, which is now called The International Association of Administrative Professionals (IAAP).

Nikki joined the TEDC staff when she moved to Tyler in 1998.  She provides support for the Vice President of Finance, assisting with the administration of tax abatements, Smith County Revolving Loan Fund, tax increment financing programs, and investor receivables.  She also assists with economic development by preparing proposals, coordinating site visits, and marketing materials.  Additionally, Nikki provides office support for desktop publishing, database management, and presentation projects.

Stephanye Petree has been with TEDC for 9 years. She performs administrative tasks for TEDC and Chamber such as gathering, assembling information for Board of Directors meetings and setting up/working special meetings. Stephanye researches and gathers information for publications and certifications and responds to requests for information. She also maintains TEDC membership files and available building database.
