Tom Mullins

With over 30 years of experience in regional and community economic development, Tom Mullins is President/CEO of the Tyler Economic Development Council, serving Tyler and Smith County since June 1989 and President/CEO of the Tyler Area Chamber of Commerce, March 1992 to present. In 1997, 2002, and 2018 Tyler was recognized by the Texas Economic Development Council with the Community Economic Development Award for outstanding local development achievements. Tom served as Chairman of the Texas Economic Development Council Board for 2004-2005. In 2002, he was appointed to Governor Perry’s Council on Science and Biotechnology Development. From 1992 to 1993, he was President of Northeast Texas Economic Development Council, made up of economic and community development professionals from the 23-county region of Northeast Texas. In 1989, he was President of the Minnesota Industrial Development Council. Mr. Mullins has been a Certified Economic Developer since 1986 and holds a master’s degree from the University of Minnesota in regional and community development.
Felecia Herndon

Felecia Herndon manages a revolving loan fund, the tax abatement and tax increment financing programs, State-designated Enterprise Projects, and other financial incentives offered by TEDC to businesses locating and expanding in Tyler/Smith County. In 2015, she became certified as a Professional Community and Economic Developer through the Community Development Institute. She has a BS degree in Business Management and an MBA, with a focus on Corporation Finance. Felecia also has a background in the career and technical education field and previously worked for TEDC from 1992-1997.
Victor Valle, Jr.

Victor Valle oversees the preparation of prospect proposals for companies seeking to expand within or relocate to the Tyler/Smith County region, including preparing incentive summaries for interested parties. Additionally, he is responsible for maintaining local demographic and economic data, maintains the site and building database, and serves on the board of the East Texas Economic Development District. Mr. Valle has a BBA degree in Finance and an MBA from the University of Texas at Tyler.
Drew Camps

Drew manages the computer network and websites for the Tyler Chamber, EDC, CVB, SporTyler, Retire Tyler, Tyler Azalea Trail, and Brookshires Combat. He also serves as Chamber Liaison for the Greater East Texas Information Technology Managers consortium.
Nikki Hodges

Nikki joined the TEDC staff when she moved to Tyler in 1998. She provides support for the Vice President of Finance, assisting with the administration of tax abatements, Smith County Revolving Loan Fund, tax increment financing programs, and investor receivables. She also assists with economic development by preparing proposals, coordinating site visits, and marketing materials. Additionally, Nikki provides office support for desktop publishing, database management, and presentation projects.
Stephanye Petree

Stephanye Petree has been with TEDC since 1997. She performs administrative tasks for TEDC and Chamber such as gathering, assembling information for Executive Committee and Board of Directors meetings, setting up/working the Chamber's nine Committee meetings held quarterly, and special meetings. Stephanye researches and gathers information for publications and certifications and responds to requests for information.
